(Vatican City)  --  The new Secretary of State of the Vatican is saying that priestly celibacy is open to discussion.  In an interview with a Venezuelan newspaper, Archbishop Pietro Parolin says the tradition is not dogma, or a law of divine origin.  In what may signal a new openness, he adds that while the church is not a democratic institution, it needs to "reflect the democratic spirit of the times and adopt a collegial way of governing."
